Rule 70.3;
Appealability of an international jury
Situation
An international jury is properly constituted under Appendix N, but nothing about it is stated in neither the notice of race, nor the sailing instructions.

Question
If neither the notice of race, nor the sailing instructions state anything about the denial of the right of appeal as required by rules J1.3(8) and J2.1(1), are the decision taken by that international jury appealable?

Answer
No. 
Rules J1.3(8) and J2.1(1) require that the notice of race or the sailing instructions include the information that appeals will be denied, referring to rule 70.3. Rule 70.3 states that 70.3(b), (c) and (d) shall only apply if specified in the notice of race or sailing instructions. However, rule 70.3(a) always apply to decisions of an international jury properly constituted under Appendix N
