An error in Appendix E 6.3 in the RRS 2025-2028

An error has just been noticed in Appendix E 6.3. The phrase about hailing promptly as required in R 60 was dropped.

 This issue was not noticed in part because there are no change bars provided in the appendices, and as there was no request for the change, no one looked closely at it.

The wording was correct in the 2021-2024 edition, but as Part 5 was reworded and renumbered, the reference to R 60 in Appendix E6.3 needed to be updated to the new numbers.

IRSA has requested to World Sailing for a correction. In the interim, IRSA is recommending that the NOR/SI for any events have a rule change to correct the issue.

Here is what E6.3 says today.

E6.3 Informing the Protestee

Rule 60.2(a)(1) is changed to:

(1) If the protestor is a boat, she shall hail ‘(Her own sail number) protest (the sail number of the other boat)’. 

This is what it should have said if correctly copied from the previous edition with just the rule number change.

E6.3 Informing the Protestee
Rule 60.2(a)(1) is changed to:
 The protesting boat shall inform the other boat at the first reasonable opportunity. When her protest concerns an incident in the racing area, she shall hail ‘(Her own sail number) protest (the sail number of the other boat)’.

How is this not already handled by 60.2(b)?

Warren - As I read it, the 'then' part of 60.2(b) only applies if one of the four conditions at the beginning is true.  Therefore this does not help us with the issue that John B has raised.

This is what I am seeing when I look up the 2025-2028 rule on this site.  This references the 61.1(a) which is incorrect. 

E6.3 Informing the Protestee

 The protesting boat shall inform the other boat at the first reasonable opportunity. When her protest concerns an incident in the racing area, she shall hail ‘(Her own sail number) protest (the sail number of the other boat)’.

Sue - Interesting.  Both the printed US Sailing and World Sailing PDF (2025-2028-RRS-with-Changes-and-Corrections-v-1.pdf) rule books have the proper rule reference.

John B - I think that the proposed wording duplicates some of what is already in the first sentence of 60.2(a).

I would suggest that E6.3 make the change to 60.2(a)(1) be:

    (1) If the protestor is a boat, she shall hail '(Her own sail number) protest (the sail number of the other boat)' at the first reasonable opportunity.

As you said, the only thing actually missing between the old and new rule is the requirement to hail 'at the first reasonable opportunity'.

It is simpler and more direct to add to radio sailing NOR or SI:
"A protesting boat shall inform the other boat at the first opportunity. This adds to E6.3."
