  Ah, yes!  I missed that in the list.  So, I guess World Sailing still hasn't entirely cleaned up their mess.  Maybe next quadrennial!
  
  I still think you can work around it thusly...
  "A boat scored as OCS instead of starting shall, in all other aspects and effect, sail the course, except that she shall (a) not restart to clear her penalty, and (b) have xx minutes added to her corrected time and occupy the corresponding finishing place.  This changes RRS 28.1, 28.2, 29.1, 32.1, 35, A4 and A5.2."
  
  RRS 60.2.b.2 also mentions sailing the course, but I don't think it's affected by this change.

• About New Rule 17
  My understanding of RRS 17 is that it has to fulfil the following criteria:

  • Overlap established from Clear Astern
  • Boat Clear Astern has to be the Leeward boat when overlapping on the same tack
  • Has to be within two of her hull lengths.
  • Then she may not sail above her proper course.

  
  Hence, I would say in the diagram above, the boats at position 2 are when they are both on the same tack, the grey boat is not clear astern and rule 17 doesn't come into play.

  I also use REDI-TAG #B39020. I did it a bit differently to keep items color coded.
